Working Group for an ASEAN Human Rights Mechanism Statement on the ASEAN Charter

[November 21, 2007] The Working Group for an ASEAN Human Rights Mechanism (Working Group)congratulates the Association of South East Asian Nations (ASEAN) for transforming itself into a rules-based, legal entity through the adoption of an ASEAN Charter. We are indeed looking forward to an ASEAN governed by “the principles of democracy, the rule of law and good governance” and where there is “respect for and protection of human rights and fundamental freedoms”. ASEAN to Proceed with Commission on the Promotion and Protection of the Rights of Women and Children

Participants of a Joint Roundtable Discussion (JRD) organized by the Association of South East Asian Nations (ASEAN) affirmed that the establishment of a Commission on the Promotion and Protection of the Rights of Women and Children will proceed independently and separately from the ASEAN human rights body, which is also currently being developed.

The Commission’s possible structure, nature, terms of reference, mandate, funding modalities, and mechanisms for consultation were discussed in detail during the JRD last April 7-8, 2008 at the ASEAN Secretariat in Jakarta, Indonesia. Officials from key government agencies in all ASEAN member-states which deal with women and children’s affairs were invited to discuss and give input. ASEAN Standing Committee Chair Jackie Foo of Singapore, ASEAN Committee on Women (ACW ) Chair Kanda Vajrabhaya of Thailand, and Mr. Aung Tun Khaing of Myanmar, representative of the Chair of the ASEAN Senior Officials Meeting on Social Welfare and Development (SOMSWD) presided over sessions in turns. Thai Working Group Chair Receives Special Citation for Human Rights

Dr. Sriprapha Petcharamesree, chairperson of the Thai Working Group for an ASEAN Human Rights Mechanism (Thai Working Group), received a special citation for her outstanding human rights work from the Jose W. Diokno Foundation on February 27, 2008.

The Foundation annually bestows an Award of Recognition and Special Citation on individuals who imbibe the libertarian and human rights values of the late Senator Jose "Pepe" Diokno. The former Senator is renowned for being a human rights lawyer who crusaded for victims of military oppression during the Marcos regime in the Philippines. More>
